1.1 BACKGROUND OF THE STUDY
Children are the inheritance of the cord and the fruit of the belly is his reward. As the arrows are in the hands of the mighty man, so too are the young man’s children happy with the man who has the thrill (ps127: 3-5) that the African child occupies a strategic position in the family and society. and in the nation is not an exaggerated statement and can not be understated. The child is considered life. Son of the family and society to the extent that any couple who does not have the chance to have a child is considered with pity and sometimes with sympathy.
One would have to know who a child is and what a child care service is. In traditional and even contemporary Africa, different ethnic groups have different conceptions of who a child is, while some ethnic groups regard one of them as a child to the extent that it can contribute to the development of society. has not yet reached the age of initiation. Sven in contemporary Nigeria for example, Olukoshi et al. posited that. There is not one acceptable age, which is considered a valid definition of the upper limit of childhood. The age at which a child can become legally competent for his acts or actions the age at which childhood begins in terms of the right to vote and the elector and the age considered by the Federal Ministry of Youth, Culture and Education as being: the upper limit of different childhood. Even at the international level, definitions differ as to who is a child. While the International Labor Organization and the United Nations Population Division refer to a child under the age of 18, the 1989 Convention on the Rights of the Child states that a child means every child human being under 18 years of age. Even though there are differing opinions as to the age limit of the child, this author considers that a child is anyone between birth and the completion of physiological / psychological and physical development. In order, anyone aged 0 to 18 is a child.
Child care in the other hand is a kind of human acts that jeopardizes the physical psychological and the featuring of the child either intentionally or unintentionally child care is characterized on the continuum by sexual care (either cast agreed or by agreement)
Child self control

Child not as breadwinner

Avoiding child slavery.
Child Acre is a connoted act of giving parents / guardians the rights and actions of their basic needs, which will ensure the well-being of a child. Caring for children can also take enough resources to ensure the well-being of the child, now and in the future. In addition, there is no problem of misplacement of information or Vita records as a result of unavailable or rendered services where duplication of efforts is required due to inconsistency in activities and the time required to search for the file when it is required for processing.
1.2 STATEMENT OF THE PROBLEM
Every organization has many problems. An organization like UNICEF is having a problem in its field of documentation, which includes a misplacement of vital information or cases because of the services available or rendered when duplication of effort is required due to lack of consistency in activities and time needed search for record or reported cases when necessary for treatment. Sit is actually this discovered problem that has been put forward for the design and implementation of an integrated child care information system that allows the organization to work more efficiently.
1.3 PURPOSE OF STUDY
The purpose of this study is to design and implement a system that will eliminate the above listed problems, as misplacement of important reported cases documents and records duplications of effort and a lot of time that is required or taken when searching an processing of cases and files.
- AIMS AND OBJECTIVES
The aims and objectives of the project is to study how the organization (UNICEF) operational aims and other activities are performed.
It aimed at detecting problems that pose obstacle with a view of modifying the operations and developing a new computerized system that will be more efficient and accurate such as:
In the area of misplacement of vital documents a computer will be used to record store and retrieval of large volume of documents. Which will reduce the duplications of efforts due to inconsistency in activities and time that is taken in search of file when it is required for processing
- DELIMITATION/ SCOPE OF THE STUDY
This study is specifically concerned with the computerized child care and carrying of the Enugu information centre of UNICEF. Although a lot of activities are being performed by this centre. This work is therefore concerned with childcare and caring manipulation of both the care and reporter of a case.
- LIMITATION OF THE STUDY
One to lack of time and resources the study is limited to certain area concerned with only gathering of cases on clients and personnel records and processing them using a computer.
Apparently before I started this works I assumed a successful completion by division grace of God and the cooperation of workers of unicef in supplying me with date/information needed for the successful completion of this project.
In terms of material resources monetary and personnel resources the researcher had me up with them. In fact it is believed that facts are valid.
